How the Canada Carbon Rebate (CCR) Works: Complete 2025/2026 Guide
The Canada Carbon Rebate (CCR), formerly branded as the Climate Action Incentive Payment (CAIP), is a statutory federal tax-free transfer administered by the Canada Revenue Agency (CRA). Its primary legislative purpose is to return direct proceeds from the federal fuel charge to households in provinces where the federal carbon pricing system is active.
1. Statutory Provincial Rates & Eligibility
Because carbon pricing revenues are collected provincially and returned 100% to the province of origin, base rebate rates differ across jurisdictions depending on provincial fossil fuel combustion volumes:
| Province | Individual Base (Annual) | Spouse / Partner | Child (Under 19) | Single Parent 1st Child |
|---|---|---|---|---|
| Alberta (AB) | $900 ($225/qtr) | $450 ($112.50) | $225 ($56.25) | $450 ($112.50) |
| Saskatchewan (SK) | $752 ($188/qtr) | $376 ($94.00) | $188 ($47.00) | $376 ($94.00) |
| Manitoba (MB) | $600 ($150/qtr) | $300 ($75.00) | $150 ($37.50) | $300 ($75.00) |
| Ontario (ON) | $560 ($140/qtr) | $280 ($70.00) | $140 ($35.00) | $280 ($70.00) |
| Newfoundland & Lab. (NL) | $596 ($149/qtr) | $298 ($74.50) | $149 ($37.25) | $298 ($74.50) |
| Nova Scotia (NS) | $412 ($103/qtr) | $206 ($51.50) | $103 ($25.75) | $206 ($51.50) |
| New Brunswick (NB) | $380 ($95/qtr) | $190 ($47.50) | $95 ($23.75) | $190 ($47.50) |
| PEI (Includes 20% Rural) | $528 ($132/qtr) | $264 ($66.00) | $132 ($33.00) | $264 ($66.00) |
2. The 20% Rural Supplement Boost
Recognizing that rural and small-town Canadians face higher energy needs, travel greater driving distances, and lack mass transit alternatives, the federal government enacted legislation in 2024 to double the rural top-up from 10% to 20% of the base rebate amount. To qualify on your T1 tax return:
- Your primary residence on December 31 must be located outside a designated Census Metropolitan Area (CMA) as defined by Statistics Canada.
- You must tick the rural box on Schedule 14 of your personal T1 income tax package.
- All residents of Prince Edward Island qualify automatically because of the province's small rural geographic structure.
3. How to Claim Your Payment
Unlike many other government grants, there is no separate application required for the Canada Carbon Rebate. The only statutory requirement is that you and your spouse or common-law partner must file an annual T1 personal tax return each spring, even if you had zero income during the calendar year. The CRA automatically calculates and issues payments via direct deposit or cheque.
Frequently Asked Questions
Is the Canada Carbon Rebate taxable? ▼
No. The Canada Carbon Rebate is 100% tax-free. It does not need to be reported as taxable income on your T1 return and does not reduce other federal income-tested benefits such as the Canada Child Benefit (CCB), Guaranteed Income Supplement (GIS), or GST/HST credit.
Why doesn't British Columbia or Quebec get the CCR? ▼
Under the Greenhouse Gas Pollution Pricing Act (GGPPA), provinces have the constitutional right to implement their own carbon pricing systems provided they meet federal benchmark stringency criteria. British Columbia has its own provincial carbon tax (and provides the BC Climate Action Tax Credit), while Quebec operates a cap-and-trade carbon market linked with California. Because the federal fuel charge is not levied in BC or Quebec, the federal CCR is not paid there.
What happens if my family status changes mid-year? ▼
You must notify the CRA immediately (via CRA My Account or by phone) if you get married, become common-law, separate, or have a new child. The CRA will adjust your next quarterly payment. If you separate, each individual files independently and receives their own individual base payment.
