How UK Council Tax Bandings Are Calculated

Council Tax in England and Scotland is based on what a property would have sold for on the open market on 1 April 1991. Local councils set a benchmark annual charge for Band D, and all other property bands pay a fixed statutory proportion of that Band D figure:

Band A 6/9ths (66.7%)
Band B 7/9ths (77.8%)
Band C 8/9ths (88.9%)
Band D 9/9ths (100%)

Challenging Your Band: If your home is in a higher band than identical neighbouring houses on your street, you can request a Council Tax band review through the Valuation Office Agency (VOA) in England & Wales or the Scottish Assessors Association (SAA).

Frequently Asked Questions

What is the 2025/2026 Second Home Council Tax Premium?

Under the Levelling-up and Regeneration Act 2023, local authorities in England now possess statutory powers to levy a 100% premium (double the standard bill) on dwellings that are unoccupied and furnished (second homes or holiday lets), effective from April 2025.

Do full-time university students pay Council Tax?

No. If a property is occupied solely by full-time students, it is 100% exempt from Council Tax. If one non-student adult lives with full-time students, the non-student is treated as living alone and receives the 25% single person discount.
